order of the Cabinet of Ministers of Ukraine № 1119 dated September 16, 2009 on the conversion of radio frequency bands for the introduction of mobile communication systems of third generation (3G) does not provide an integrated approach required by the law of radio resources and harms the country's defense, said the head of state Viktor Yushchenko.

In connection with the decree number 834 of October 20, the country's president has suspended the decision of the Government, in particular, his point about the order of the National Commission for Communications Regulation (NCCR) to organize a tender (public auction) the issuance of 3G licenses in these frequencies ( 1920-1935 MHz, 1950-1980, 2010-2015, 2020-2025, 2110-2125 and 2140-2170 MHz).

The implementation of those orders under the Cabinet of measures will reduce the level of defense potential of Ukraine, - reads the text of the decree,issued at the head of state.

As reported, the government approved the procedure for conversion of radio frequency by changing the frequency allocation of radio electronic facilities (REF) spetspolzovateley by the Ministry of Defense, Ministry of Transport and Communications and the NCRC, virtually eliminating the disposal of the previous government from summer 2007 to conduct the conversion at the expense of operators licensed.

NCRC has already announced that it would hold a competition for the issuance of a 3G license on Nov. 30, 2009. Applications operators to participate in the competition are accepted from September 29 until October 26, 2009.
