Ukrainian President Viktor Yushchenko signed a decree, which instructed the State Border Service to take all necessary action to authorize departure from the country's troubled Ukrprombank unscrupulous borrowers and the bank Nadra (both - Kiev).

Unscrupulous people must fulfill their obligations to banks and to depositors, - said Victor Yushchenko during a meeting with representatives of businesses that are owed to these financial institutions.

As the president noted, such action is necessary to ensure that the subsequent interim administrators of these banks did not have to look for borrowers abroad. The President also instructed the Security Service and Prosecutor General's Office to take control of the issue of fictitious bankruptcies of borrowers troubled banks.

The land shall remain under the feet of those who did not return the loan, - said Victor Yushchenko.

Head of State also reported that problematic Ukrprombank owed and the bank Nadra is estimated at 12 billion UAH, while the obligations of banks to depositors of about 15.4 billion UAH, so the debt on loans would solve the problem of payment for deposits.

Yushchenko also instructed the National Bank of Ukraine (NBU) in the next five days to complete negotiations with all the major borrowers of these banks and make a repayment schedule or plan for restructuring the debt.

The president noted that the central bank should also consider the possibility of alternative calculations of borrowers with banks.

Yushchenko said that two days after the completion of these negotiations, the National Bank should publish a list of unscrupulous borrowers - individuals and legal entities. In addition, Yushchenko demanded that the National Bank of Ukraine to organize a tightening of reservation on all loans such borrowers in all the country's banks.

Speaking about the situation with the discussion of problem banks in the courts, the head of state mentioned the company Alfa-Nafta, which has received a number of court decisions in its favor on the credit relations with Ukrprombank.

President believes that the judicial decisions that impede Ukrprombank the issue of debt collection, illegal. Head of State called the judges who have taken these decisions, Pavlik Morozov. In addition, the president asked to make submissions on dismissal of judges.

Regarding executive service head of state noted the inadmissibility of the cancellation in favor of the individual funds of the banks in terms of a moratorium on the implementation of creditors' claims.
