Ministry of Economy announced the bill on internal trade, to regulate the principles of trading activity, the requirements to trade objects and powers of central and local authorities. Basic Law in the trade will include not only the operating rules for trading activities, but also introduce a new scheme of the non-commerce sites (sites without a thorough foundation and permanent placement).

According to Art. 13 project within three months after the law came into force local authorities to develop and publish a scheme of placement of such objects (less than 40% of them should be given to small and medium enterprises), to determine their working conditions, as well as agree on plans to deploy with all fire authorities and sanitary controls. Following the adoption of the plan the deployment of non-trading will be possible only in predetermined locations. Failure to comply with the requirements of the authorities to address the violations, according to Article 5 am. 21 bill will include a fine of 20 times the income tax exemption (currently - 340 UAH).

This trade is prevalent in all countries, but it is taken to regulate the imposition of restrictions on economic, health and other problems, but not prohibitive methods. Moreover, there is no mechanism for selecting the subjects of trade for work on designated sites. This can cause the abuse and lead to social protests - I am sure an expert. Due to the fact that the proposed scheme will affect the trade, Mr. Sanjar recommends to defer its implementation until the end of the crisis.

Putting the order is necessary, and eventually it will be a very profitable business - the retail outlets would be legal, business will not be every year to pay bribes for the renewal of permits, - said Head of the Committee Alexander Kuzhel .- But it must be taken into account the interests of consumers. Therefore, we insist that the rule came into force in three years - during which time authorities will be able to interview residents and hear their needs.
