BP”s second attempt to overcome the veto of the extension of the moratorium on land sales

Supreme Council (Verkhovna Rada) of Ukraine in the second attempt to overcome the veto of President Victor Yushchenko in the law to extend the moratorium on the sale of agricultural zemuchastkov before January 1, 2012 for a decision 366 deputies voted in favor (OL - 151, BYuT - 151, OU-PSD - 16, CPU - 27, Lytvyn"s Bloc - 20, non-factionalism - 1) of the 426 registered in the hall.

Prior to a vote of 360 MPs supported the proposal of Vice Speaker Mykola Tomenko BP to return to vote on the matter. MPs also abolished the decision to send the law to extend the moratorium on the finalization of the committees of Parliament.

Earlier today, BP is not able to overcome the veto of the President of the law. To overcome the veto of Deputies voted 275 (OL - 168, BYuT - 43, OU-PSD - 15, CPU - 27, Lytvyn"s Bloc - 20, non-factionalism - 2) of the 431 registered in the hall.

Over the President"s proposal to reject the law voted 26 deputies from the 431 registered in the hall.

December 29 in 2009, Yushchenko vetoed the law.

President did not agree that a moratorium could be lifted no earlier than January 1, 2012, because by current standards, its completion is due only to the entry into force of the laws of the state land cadastre and land market. According to the head of state, such a condition is an additional restriction of citizens" constitutional rights toe5bland, rights of everyone to use their property because the proposed law change provides that such a moratorium will remain in effect until January 1, 2012, even with the entry into force of the laws on State land cadastre and land market.

Yushchenko also believes that a further extension of the moratorium on the free circulation of land could exacerbate the situation, ensuring an effective use and protection of land, as well as the spread of the shadow mechanism of alienation of land and increasing the number of abuses in this area.
