20 October, Energy Ministry of Russia held a joint meeting of the Russo-French Committee for the development and implementation of long-term program of cooperation in the field of energy efficiency.

Parties should consider the establishment of Russo-French energy club, which should become a kind of platform for discussion and implementation of joint projects in energy efficiency and conservation, the report said the Energy Ministry.

The work that goes with French companies and the French Agency for Energy Conservation ADEME shows that we have a great potential in this area. We intend to develop and increase our achievements and practical results, - noted the director of the department of state energy policy Energy Efficiency and Energy Ministry Sergei Mikhailov.

Sergei Mikhailov informed the French delegation, which on Oct. 23, 2009 the State Duma of Russia plans to hold a second reading the draft federal law On energy saving and improve energy efficiency and expressed hope that the end of the year, this law will be adopted.

For us, this revolutionary law, and I think that it's still beneficial to implement the tasks in this field, set by the President of Russia, - he said.

According to Sergei Mikhailov, the current wording of the bill contains provisions for long-term tariff regulation of electricity and heat. In addition, the bill proposes a ban on the use of incandescent lamps in the workplace, and proposes to introduce tax breaks for companies that implement energy efficiency projects.
