"Creating a comfortable environment for investors is, in fact, the main challenge that we have not decided yet, but everyone here is well understood: the investment activity - a crucial factor for innovation development and a crucial factor in the successful modernization of our economy. And we"ll proceed from the fact that this is the main task for the near future, in the coming years ", - said the president.
To improve the investment climate had taken certain measures, which allowed to maintain relative stability in the investment field in a time of world crisis, says Dmitry Medvedev. Thus, although the volume of capital investments into Russia"s economy in 2009 has decreased by 17%, and foreign investment - at 41%, and Russia, according to the head of state, still managed to avoid a "stampede of capital from the country."
For example, in Russia, was created good enough tax system, the liberalization of currency regulation, lifting restrictions on the movement of capital, reduced the number of licensed activities, set clear rules for admission of foreign investors in strategic industries.
However, all this does not qualitatively improved assessment by investors of the business climate in Russia, the president said. According to the World Bank, in the ranking of countries with favorable conditions for doing business in Russia is 120 seats out of 183, said Medvedev.
To remedy the situation, the president belif5feves is necessary to overcome such a negative influence on the investment climate factors such as poor quality of state and local government, poor law enforcement, corruption and economic crime, excessive administration, technical, informational and other barriers, monopoly.
"The problem today - the head of state - a qualitative change in the conditions of each of these areas. And all state and local authorities are required to consistently do so at their own level."
global economic recovery after the crisis will create favorable conditions for the resumption of growth of foreign investment, says Dmitry Medvedev. At the same time Russia"s economy will be able to get them in the right amounts only when the conditions for investment in Russia will be better than in countries that compete with it to attract foreign capital.
"Here, of course, impossible to reach a certain absolute level, once and create a competitive advantage that will come to invest in Russia. But to create a relatively better conditions we must," - said the president.
